Background
The Constitutional Scoping Group proposed that the College
should establish a single committee which would be more streamlined
than the existing setup, to be a proactive policy making
body. The Central Executive Committee replaced the Executive
and Finance Committee and Council in July 2006. The Court of
Electors, which had been independent of Council, has now become the
Education, Standards and
Training Committee, and is a sub-committee of CEC. This
ensures that the important educational work of the ETSC is firmly
placed in the core of the College - the CEC.
Remit
The CEC has full management and control of the College and of
its affairs. This includes financial management, which is
largely delegated to the Finance Management Committee. The
College is a registered charity, and full members of CEC are the
Trustees of the College. The membership and powers of the
Committee are set out in the College
Bye-Laws and Regulations (Section XIX in each).
The CEC is a strategic, pro-active committee,
which identifies issues and recommends new policies for the
College. It receives regular reports from the Policy
Coordination Committee, the Education,
Training and Standards Committee and the Finance Management
Committee. CEC oversees the functioning of these committees,
as well as its own Standing and Special Committees (see the
committee structure diagram).
CEC also oversees matters such as:
- constitutional and charitable matters such as amendments to the
Bye-Laws and Regulations.
- the College's Strategic Plan
- College participation in case or statute law making,
- the College's compliance with legal obligations
- the work of Faculties, Sections, Divisions and Special Interest
Groups.
- the College's relationships with other organisations
- international relations
- public statements (including publications)
- establishment of new committees, Sections or Faculties
- the election of Honorary Officers
- nominations for honours
