HoNOS
and Mental Health Payment by Results
(PbR)
The Department of Health are currently undertaking pilot work
with a number of mental health service providers in developing the
system to support the Mental Health PbR. This includes work to
evaluate the scales currently referred to as HoNOS PbR.
HoNOS PbR" is the name given to the scales that are being
developed to form the classification underpinning Payment by
Results for mental health in England. There are 18 scales; the
first 12 of which are scored using the HoNOS glossary. There are a
further 6 scales developed to support the PbR project. The ratings
made using these extended scales assistclinicians to assign people
using mental health services to a "care cluster" that indicates
their need for care.

UK Routine Clinical Outcomes in Mental Health Group
The UK Routine Clinical Outcomes in Mental
Health Group is an informal association of NHS and other providers
of mental health services for adults of all ages who are
implementing routine clinical
outcomes measurement. The aim
of the group is to share best practice in all aspects of the
process, including choice of measures, training, data collection,
analysis and feedback. We will also consider
international developments, health outcomes measurement in other
health services, relevant government policy and commissioning
practice, including the relationship between "payment by results"
(PbR) and routine clinical outcomes. Participating
organisations host & chair 3 meetings a year on a rotational
basis.

An update from New Zealand - The National Centre of
Mental Health Research, Information and Workforce Development
The outcomes graph builder has been designed by
Te Pou for clinicians who have limited access to IT tools. It is an
Excel file which allows you to enter a service user's outcomes data
(HoNOS, HoNOS65+, HoNOSCA or HoNOS-Secure) into a rating form,
to generate a graph which can be shown to the service user or used
in a team discussion when reviewing the service user's care. It
graphically presents information for up to three time periods, with
the ability to store up to 12 individual collections of
information.
Note: This outcomes graph builder (excluding
the Excel programme) has been developed by Mental Health Programmes
Limited (trading as Te Pou), and should not be copied or used for
any purpose other than that of implementing HoNOS tools without the
express written consent of Te Pou.
