Dr Declan Hyland
Chair, North West Division and Elected Member
Dr Declan Hyland has served on the RCPsych North West Division Executive Committee since 2014, initially as Deputy Lead for Recruitment from 2014 to 2018, then as an Executive Member from 2016 to 2018, Chair of the Division from 2018 to 2022, and Academic Secretary from September 2022 to September 2026. In November 2024, he was appointed Regional Adviser for the Mersey region of the North West region. In June 2026, he will start a second term as Chair of the North West Division.
Dr Hyland’s main areas of interest are undergraduate and postgraduate medical education, recruitment to psychiatry, and training. He is undergraduate psychiatry lead at the University of Liverpool and represents Liverpool on the RCPsych’s Undergraduate Education Forum.
Dr Hyland has been actively involved with the work of the RCPsych’s 'Choose Psychiatry' Committee since 2014. He has been the lead clinician for the “Psych Stars” scheme run by the College since its inception in 2019 and for the Aggrey Burke Fellowship. He currently serves as the RCPsych’s Associate Dean for Choose Psychiatry / Recruitment. He is a member of the RCPsych’s Resident Doctors Support Committee.
Dr Hyland chairs the MRCPsych Quality Assurance Panel, is Deputy Chair of the MRCPsych Clinical Topics Exam Panel, and a member of the MRCPsych Standard Setting Panel. Dr Hyland is a CASC Examiner.
Dr Hyland is a Portfolio Pathway Evaluator and member of the RCPsych Equivalence Committee.
Dr Hyland has been a member of the RCPsych’s Public Engagement Editorial Board since February 2025.
